Environment
The last three decades have seen environmental considerations move to centre stage in many aspects of our economic and social lives. A look at the volume of EU environment-related policy and legislative initiatives alone is sufficient to understand the ever-growing importance of the environmental dimension to our lives. Global warming is one of the single biggest challenges that humankind has ever faced, with huge consequences for how we organise our economies and societies. Globally, over the past century, the average temperature of the atmosphere near the earth’s surface has risen by 0.74 degrees Celsius. The scientific consensus is that global temperatures could rise by between 1.1 and 6.4 degrees Celsius above 1980 - 1999 levels by the end of the 21st century, depending on the levels of future greenhouse gas emissions and recent studies show that this may be happening at an even faster rate. This will have huge consequences on our economies and societies.


New Frontier Services has undertaken numerous consulting engagements in the environment and natural resources management sector, working with leading environment programmes such as the EC’s ENRTP Programme (Environment and Sustainable Management of Natural Resources) and the United Nations’ Global Environment Fund (GEF). Moreover, many other assignments carried out by NFS have had an environmental dimension.

Examples of our recent work
In collaboration with EPRD Ltd., New Frontier Services is providing a team of 6 experts for assessment of proposals under the 2012 Call for Proposals of the EC’s ENRTP Programme (Environment and Sustainable Management of Natural Resources including Energy). The evaluation work under the Call covers three component action areas: ENRTP Priority 1 / Lot 1: Climate Change mitigation, in particular REDD+; ENRTP Priority 2 / Lot 2: Biodiversity; and ENRTP Priority 2 / Lot 3 Forest Governance and FLEGT. The present Call for Proposals is intended to benefit from the lessons learned from the previous Call for Proposals, with civil society and the private sector having a key role to play in the implementation and realisation of EU policies targeted at promoting environmental stewardship, responsible trade in forest products and climate change mitigation objectives.

New Frontier Services, in partnership with Euronet Consulting, participated in the evaluation of grant applications received in the framework of the call for proposals of Sustainable Environment and Natural Resources for Development under the National Development Policy Support Programme (NDPSP) for South Africa targeting environmental issues. NFS provided a team of 3 experts to carry out this assessment work. Launched in 2012 to be implemented over a period of 5 years, the global objective for the NDPSP programme targeting environmental issues is to support South Africa’s environmentally sustainable future, through support of healthy ecosystems and sustainable use of natural resources in South Africa. Actions financed under this call support key South African development policies, strategies, and plans in the area of environment, including those which promote job creation, poverty reduction, and sustainable livelihoods.
The Living Water Exchange: Promoting Nutrient Reduction Best Practices was launched in 2008 as the next phase of the long-term commitment of the Global Environment Facility (GEF)/United Nations Development Programme (UNDP) to achieving environmental health and significant nutrient reduction in water resources across the CEE and EECCA regions. It is part of the GEF International Waters (IW) programme - a global partnership among 178 countries, international institutions, non-governmental organisations (NGOs) and the private sector investing in trans-boundary water issues — has been promoting solutions to address increased nutrient releases and other “non-point-source” issues in CEE for more than 15 years. Work included review of good practice from Latin American region.
NFS provided team leadership and study direction for a strategic Forward Study on Africa’s Energy Security, within the context of the Africa-EU Energy Partnership (AEEP). Part of the study focus was looking at how climate change will likely impact on Africa’s Energy Security and its development needs. This work was part of a forward looking analysis and strategy on Africa’s energy security, and to identify areas where Africa and Europe can work together to improve Africa’s energy security. The study's purpose was intended to serve as a tool for the Commission and its partners in the further implementation of the Africa-EU Energy Partnership. NFS provided one member of the core study team, which was being undertaken in association with IBF Consulting.
This UNDP Global Environment Fund (GEF) programme seeks to promote sustainable financing of the Carpathian network of protected areas, the largest biodiversity region in Europe. Key components evaluated included relevance to national and EU policies and frameworks (including NATURA 2000), as well as innovative areas such as Payment for Eco-system Services. Part of the work looked at the current funding options and instruments, such as the National Environment Fund, and related challenges such as limited funding allocation to support projects on biodiversity conservation, PA management and sustainable forest management, and the lack of options to compensate forest-users for avoided deforestation and degradation.
Working with Economisti Associati, NFS provided the team leader for a ground-breaking evaluation of the impact of EU Policy on the Forest-based industries cluster, including a review of emerging trends in key areas such as in Globalisation and Sustainable Development & Environment. This was the first ever evaluation of the impact of an EC Policy Communication. A key focus area was environment and sustainable development dimension of the Forest-based industries cluster, with another being the Forest Law Enforcement, Governance and Trade (FLEGT), in terms of looking at the issue of illegal logging in the international and EU political agenda and impact on WTO negotiations, and reviewing the EC action plan on forest law enforcement, governance and trade (FLEGT) based on voluntary instruments.
NFS provided an evaluation expert for a European Commission evaluation of the impact of EU Policy on selected extractive industries (e.g. Industrial minerals, iron ores). A key part of the work was reviewing policy impact and issues with respect to environmental management (e.g. environmental dimension of mining permits, sitefill and post-mining rehabilitation, emissions management, environment stakeholder consultation with industry etc.) and issues with EU biodiversity and natural habitat protection under the Natura 2000 legislative framework.
A New Frontier Services staff member was appointed to lead the first Structural Funds ex-ante evaluation of the 2007-2013 programming period. This ex-ante evaluation of the Bulgarian Competitiveness OP included management of the environmental impact assessment of the of the Operational Programme.
